LCCP: meaning and what it means for apps

LCCP stands for the Licence Conditions and Codes of Practice: the Gambling Commission’s rulebook that every licensed gambling business in Great Britain has to follow. Most of what you notice in a UK casino app, from ID checks and deposit-limit prompts to the 10x wagering cap, traces back to a numbered LCCP provision.

Key takeaways

  • The LCCP is the Commission’s set of licence conditions and codes that bind every licensee.
  • Its online version in force from 29 July 2026 is the current one.
  • Provisions you meet in apps include 17.1.1 (ID checks), 3.4.3 (customer interaction) and 5.1.1 (bonuses).
  • Breaches lead to fines and settlements against the licence holder, covering all its brands.

LCCP meaning in UK gambling

The LCCP is a single document published by the Gambling Commission that lists the conditions attached to gambling licences and the codes of practice licensees must meet. If a company holds a Commission licence, whether it runs a betting shop or a casino app, the LCCP applies to it.

It’s the practical layer under the Gambling Act 2005. The Act creates the licensing system; the LCCP spells out, in numbered paragraphs, what licensed companies must do day to day. The Commission publishes the current text as the online LCCP (opens in a new tab), and the version effective from 29 July 2026 is the one in force. For the wider picture, start at our casino app glossary or the Gambling Act 2005 page.

How the LCCP is structured

The document mixes three kinds of provision. Knowing which is which tells you how firm a rule is.

Types of provision in the LCCP
TypeHow it’s labelledWhat it means
Licence conditionLC, for example LC 17.1.1A condition of the licence itself; breaking it is a breach of licence
Social responsibility codeSR code, for example SR code 3.4.3Must be followed in the same way as a licence condition
Ordinary codeCode provisionGood practice the Commission expects; it can be taken into account if things go wrong

The provisions are grouped by subject: protecting customer funds, protecting children and vulnerable people, marketing, credit, fair terms and identity checks among them. Technical rules for game software sit in a separate set of standards, explained in our RTS entry.

You won’t see paragraph numbers on your phone, but you see their effects. This table links common app features to the provision behind them.

Recent LCCP changes that affect apps

The LCCP changes often, usually after a consultation. Several recent changes land directly on your phone screen.

  • 28 February 2025: financial vulnerability checks apply once net deposits pass £150 in 30 days.
  • 1 May 2025: customers choose which products (betting, casino, bingo) and channels (phone, email, SMS) they get marketing for, under SR code 5.1.12.
  • 31 October 2025: a prompt to set a financial limit before the first deposit, with setting a limit as the default.
  • 31 October 2025: operators whose customer funds are not protected must remind customers every 6 months.
  • 19 January 2026: SR code 5.1.1 caps bonus wagering at 10x and bans incentives that mix gambling products.

One correction worth making: the January 2026 rewrite of 5.1.1 deleted an old clause about time-based incentives, and a proposed replacement was dropped. So there is no new ban on offers linked to how long or how often you play. What 5.1.1 still says is that an incentive can’t be made bigger because you reached the qualifying spend faster. The Commission’s SR code 5.1.1 text (opens in a new tab) has the wording.

Customer interaction is the provision most often cited in penalties. The Commission’s SR code 3.4.3 text (opens in a new tab) says strong signs of harm must be acted on promptly, and that marketing and new bonus take-up must stop when they appear.

What happens when an operator breaks the LCCP

The Commission can review a licence and impose a penalty, or accept a settlement. Most fines between 2024 and 2026 cited customer interaction failures under SR code 3.4.3. In December 2025, four Paddy Power and Betfair licensees agreed a £2m payment over customer interaction failures; in June 2026, Petfre (Gibraltar), which runs betfred.com, agreed a £900,000 settlement.

Our partners’ licensees have histories too. In August 2022, LC International Limited, which runs Coral and Ladbrokes, agreed to pay £14m as part of Entain’s £17m settlement for social responsibility and anti-money-laundering failures between December 2019 and October 2020. Skill On Net Limited, the PlayOJO operator, agreed a £305,150 settlement in May 2023. The Commission’s enforcement action list (opens in a new tab) records each case.

How to look up an LCCP provision

  1. Open the Commission’s online LCCP.
  2. Find the section by subject, such as marketing or protection of customer funds.
  3. Open the numbered provision, for example 5.1.1 for bonuses or 3.4.3 for customer interaction.
  4. Check whether it is a licence condition, an SR code or an ordinary code.
  5. Look at the date it took effect, since provisions are often replaced.

LCCP rules in our partner casino apps

Every partner below is licensed by the Commission, so the LCCP sets the rules for its offers: 10x maximum wagering, one gambling product per incentive and significant terms up front. Each offer is for new customers aged 18+, and terms apply.

  • Coral: from 1 October 2026 to 1 February 2027, deposit (some methods excluded) and bet £10+ on slots to receive 100 free spins at 10p on selected games. You have 48 hours to accept them and 7 days to use them; spin winnings have no wagering. Neteller, PayPal, Paysafe, Skrill, prepaid cards and certain debit cards don’t count.
  • Ladbrokes: deposit and spend £10+ on slots, then collect 50 free spins a day over your first 10 days, up to 500 at 10p each. Claim each batch by 23:59; each lasts 7 days; no wagering. Deposits by prepaid card, PayPal, Paysafe, Neteller, Skrill or Moneybookers don’t qualify.
  • PlayOJO: a first deposit of at least £10 gives new UK customers 80 free spins on Big Bass Bonanza at 10p, with no wagering and cash winnings. Excludes Northern Ireland; available only through the designated link and not with other offers.

These are slot offers; table and live games are not included. Coral and Ladbrokes share an operator, so you may not be able to hold new accounts at both. Spin winnings come from games with a house edge, so losses are likely over time.

Frequently asked questions

What does LCCP stand for?

LCCP stands for Licence Conditions and Codes of Practice. It is the Gambling Commission’s document setting out the conditions attached to every gambling licence in Great Britain and the codes licensees must follow. The current online version took effect on 29 July 2026. Our page on how casino apps are licensed in the UK shows how the LCCP sits alongside the licence itself.

Does the LCCP apply to casino apps?

Yes, the LCCP applies to every Commission licensee, including companies offering casino games through an app. The app is just one channel for the licensed business, so the same ID checks, bonus rules and safer-gambling duties apply on your phone as on the website. Our remote licences page explains the licence that online casinos hold.

What is the difference between an LCCP licence condition and a code?

A licence condition is part of the licence itself, so breaking it is a breach of licence. Social responsibility codes must be followed in the same way as conditions. Ordinary codes describe good practice the Commission expects. In the document, conditions carry the label LC and social responsibility codes the label SR. Our licence entry explains what the licence covers.

Which LCCP rule caps bonus wagering at 10x?

SR code 5.1.1, rewritten from 19 January 2026, caps wagering at 10 times the bonus. The same code bans incentives that mix gambling products, such as betting and casino in one offer, and requires clear, fair terms. It did not introduce a ban on time-based incentives. Our wagering cap entry works through what 10x means in pounds.

Who enforces the LCCP?

The Gambling Commission enforces the LCCP. It can review a licence, impose financial penalties, accept settlements, add licence conditions or suspend and revoke licences. Penalties fall on the licence holder, so they cover every brand that company runs. The Commission’s actions are listed on its enforcement page. Our Gambling Commission entry covers its wider role.

Can I use the LCCP in a complaint against a casino app?

Yes, you can point to a provision when you complain, and it can help. Quote the number, such as 7.1.1 on fair terms or 5.1.1 on bonuses, and explain how you think the operator fell short. The operator must answer within 8 weeks before ADR applies. Our complaints and ADR rules page explains the full route.
